FAQ - certificate of origin

Q1.

Why use a Certificate of Origin (CO)?

Ans.

Certificate of Origin is also called CO which is an export document to certify the country of manufacture. It is normally required by customs for tariff rates and statistics, consuls for endorsement pre-requisite, bankers and traders for trade formalities.

The Chamber provides a full range of CO services for goods of Hong Kong, China or foreign origins. Hong Kong exporters or their appointed agents are welcome to make applications.

Types of Certificates of Origin:

  1. Re-export (CR)
  2. Without Transit / With Transhipment (CT)
  3. Certificate of Hong Kong Origin (CHKO)
  4. Certificate of Processing (CP)
  5. Closer Economic Partnership Arrangement (CEPA)

Q2.

For China goods that covered by a China CO shipped to Middle East via Hong Kong, why do the customs authorities of the Middle East request a Certificate of Origin Re-export issued in HK by the Chamber?

Ans.

If the goods are exported via Hong Kong, the port of loading shown on B/L will be Hong Kong that is not tally with that on the China CO. The import customs officials will ask for a Re-export CO issued in Hong Kong to link up the China CO and export B/L.

Q3.

Are there any differences between Chamber’s certificates of origin and that issued by the China authorities?

Ans.

Both of them are used to certifying the country of origin of a shipment. The Chamber’s certificate bears a Hong Kong exporter’s name which is tally with other documents like invoice and B/L issued by the Hong Kong shipper. It may avoid unnecessary delay caused by document discrepancy.

Q4.

I am a Hong Kong exporter with a China CO issued. As the China CO showed my China supplier name and address, to protect my business confidentiality, what can I do?

Ans.

It is true that your China CO always shows China exporter name. To avoid disclosure of business confidentiality, you are advised to use Re-export CO that is issued in Hong Kong and only shows Hong Kong exporter name.

Q5.

Is an overseas company allowed to apply for a CO in Hong Kong?

Ans.

A CO is only issued to a company with Hong Kong business registration. Overseas company can appoint its agent in Hong Kong to act on its behalf.

Q6.

How to apply certificate of origin (CO) Re-export?

Ans.

Any Hong Kong company with Hong Kong Business Registration (BR) Certificate is eligible to apply. Documentary requirements are as follows.

  1. A completed application form (D3); and
  2. Supplier invoice issued in the originating country plus transport documents such as import manifest, B/L or AWB etc. ; or
  3. Certificate of Origin issued in the originating country
