Carnet Holder’s Responsibilities

ATA Carnet Holders may enjoy tariff and tax exemptions during the temporary importation of goods. However, holders or users are responsible for executing carnet documents properly at all customs points. Any irregularities will lead to withholding your security deposit or guarantee by the issuing organization for up to 31 months from the date of issue.

You are kindly reminded that:
  • ATA Carnet is not an import permit for specific goods, and it is not a substitute for any licenses or certificates that might be stipulated by destinations of importation. You are advised to find out by yourself from customs authorities or official sources if any other trade documents are required for importation.
  • A Carnet is valid for a single round-trip to one or multi-destination only. You need to apply for a new Carnet for another trip after returning to Hong Kong.
  • You are required to submit the Carnet for stamping, every time when entering to, leaving from or transiting between customs points, and ensure that customs officers retain the vouchers for their record and return the validated counterfoils with correct information to you. Please refer to "How to use an ATA Carnet" for detailed instructions.
  • You and your representatives are fully responsible for any issues arising from non-compliance with the regulations of using Carnet or relevant import laws of destinations, including alteration, damage, loss or sale of goods partially or fully. Please declare such incidents to customs officers, who will make notes of the changes on the counterfoils. Nevertheless, a police certificate and/or any other supporting documents do not warrant the acceptance of customs authorities for exemption from duties, taxes or penalties.
  • You are strongly advised to photocopy or take photos of Carnet documents after validated by customs, and keep supporting documents (such as airline tickets, property irregularity reports or other evidences) in case of any unforeseen situations.
