How to Apply for Carnets

All applications for ATA Carnets in Hong Kong must be submitted online for data synchronization with the world’s central system since 2023, as a strategic move to fully implement Digital Carnets by all customs authorities in the nearly future.

What you need to process an application:
  • A desktop computer preferably, or a mobile device;
  • An online user account to be registered with a softcopy of your company’s valid Hong Kong Business Registration (B/R) certificate;
  • A round-trip itinerary of travelling to a single or multi-destination;
  • A list of goods to be covered on your journey; and
  • A security guarantee

1) REGISTRATION OF A USER ACCOUNT

  • You are required to fill in all information and upload a copy of the B/R Certificate for registration.
  • After an application is submitted, the user account will be activated usually within one working day.
  • Applicant companies are required to update their user accounts after renewing B/R.

2) APPLICATION FOR AN ATA CARNET

Log in to your WebCarnet account to complete the necessary application details.

3) PROVISION OF SECURITY DEPOSIT / GUARANTEE

Upload the proof of security deposit or guarantee.

Each Carnet’s application must be supported by a security deposit or guarantee, and the amount is solely determined by the Chamber in accordance with the tariff and tax rates of destination(s) to be visited#. You may provide the security by one of the following methods

  • Letter of Guarantee issued by a licensed bank or insurance company*;
  • Cashier’s Order
  • Bank Transfer; or
  • Cash (applicable only to security of less than HK$10,000)

# Please email the Chamber at carnet@chamber.org.hk to enquire about the security amount. Minimum is HK$5,000.
*The issuer of security guarantee must be a Corporate Member of the Chamber. Please click here for a list of eligible insurers to process Carnet’s guarantee.

4) SUBMISSION OF AN APPLICATION

Important Notes:
Amendments could only be made by applicants before collecting Carnet’s documents over the service counter. Once a Carnet is issued and dispatched by HKGCC, no changes can be made. All fees shall be non-refundable and non-transferrable.

Applicants must acknowledge the terms and conditions of executing Carnets. Once your application is submitted online, the Chamber will undergo a pre-lodgement review. If no discrepancies are found, the application will be flagged as "In Order" usually within one clear working day. Then,

  • Standard processing time of a Carnet application is two clear working days, i.e. total four working days including the submission and collection days.
  • Priority service is available at charge, i.e. five working hours or nine working hours counting from the latest submission time.
  • Any amendments (e.g. updating goods list, adding destinations, etc) before collecting the Carnet’s documents are subject to a fee.

5) DOCUMENTS PRINTING

After an application is approved by the Chamber online, please print the ATA Carnet application form and undertaking, both of which must be signed and stamped with your company chop.

6) COLLECTION OF CARNET FOLDER

Please prepare the following application materials:

  • Signed and chopped ATA Carnet application form and undertaking;
  • Security proof (original document for Guarantee or Cashier’s Order) ;
  • Application fees; and
  • Other documents that the Chamber may deem necessary.

Please note that:

  • Once the Carnet’s documents folder is dispatched over the service counter, the Chamber will not accept any amendment requests.
  • Carnet’s Holders are required to execute and take back specific Carnet documents correctly during temporary importation and re-exportation at each customs checkpoint, and return the full set of documents to the Chamber after the trip.
