The global network of ATA Carnet is stepping up the development of “Digital Carnet” for electronic declaration and customs clearance in the nearly future. While all national guaranteeing associations around the world have implemented data synchronization with the central system (including The Hong Kong General Chamber of Commerce since 2023), some countries or customs territories have also begun to admit Digital Carnets. Hong Kong’s Carnets are therefore issued in both paper and electronic forms to accommodate the needs of different customs territories during the transition period.
