Driving a Private Car to Guangdong Province via Shenzhen Bay According to the Application Guide for the Shenzhen Bay Ad Hoc Quotas for Cross Boundary Private Cars issued by the Transport Department, applicants driving a Hong Kong-registered and licensed private car to Guangdong Province via Shenzhen Bay are, as required by the General Administration of Customs of the People’s Republic of China (GACC), required to apply for a Temporary Importation Permit (ATA Carnet) from the Chamber, which serves as the temporary importation document.
