ATA Carnet is an international customs document that allows goods to travel duty and tax free within 81 countries or districts temporarily for up to one year. It is equivalent to a travel passport for goods, with pre-prepared and standardized declaration forms to be used as a guarantee to customs offices.

The Hong Kong General Chamber of Commerce is the sole guaranteeing and issuing body of ATA Carnet in Hong Kong, covering:

Driving a Private Car to Guangdong Province via Shenzhen Bay

According to the Application Guide for the Shenzhen Bay Ad Hoc Quotas for Cross Boundary Private Cars issued by the Transport Department, applicants driving a Hong Kong-registered and licensed private car to Guangdong Province via Shenzhen Bay are, as required by the General Administration of Customs of the People’s Republic of China (GACC), required to apply for a Temporary Importation Permit (ATA Carnet) from the Chamber, which serves as the temporary importation document.
