Carnet holder is required to return the full set of Carnet's documents to the Chamber, including all counterfoils validated by Customs authorities, as well as any unused vouchers and counterfoils, upon completion of the journey no later than its expiry date. Provided that no regularization action is required, the security will be conditionally discharged to the Carnet holder, normally within 14 working days on a non-interest bearing basis.
If the Chamber finds any unresolved discrepancies or omissions on the returned Carnet, the user fails to re-export the goods partially or in full (although with the Police Report) from any destinations, or customs offices have any suspicions on illegal alteration or substitution of goods, the security deposit will be withheld for up to a period of 31 months from the date of issuing the Carnet, or upon completion of de-regularization action. The security shall be returned upon the expiry of such period on a non-interest bearing basis, provided that the Chamber receives no customs claims within the said 31-month period.
The Chamber will charge administrative fees for regularization of any irregularities and customs claims, and Carnet Holders may be charged for duties, taxes and/or fines by the relevant customs authorities.
