ATA Carnet Service Enquiry

Security

Carnet applicant must provide security to the Chamber. The security amount is solely determined by the Chamber, which is based on the market value and the nature of the goods, and countries to be visited, etc.


Normally, the security level is set at 100% market value of the goods, minimum HK$5,000. Forms of security acceptable are bank guarantee, insurance company guarantee*, banker’s draft or cash deposit (HK$10,000 max.)

* The insurance company must be a member of the Chamber and a licensed insurer under the Insurance Companies Ordinance (Cap. 41) to carry on suretyship insurance business.

Discharge

The Carnet's holder is required to return the full set of Carnet's documents to the Chamber for discharge at the conclusion of the trip abroad, or at the latest on its expiry date. The security will then be returned to the Holder, normally within 14 days exclusive of public holidays, provided that no regularization action is required. If the goods, partially or all, fail to leave the temporary entry country(ies), there are mistakes or omissions in the Carnet's documents, illegal alterations or suspicious points when exercising the Carnet to enter and exit the customs, goods or Carnet documents are partially or all stolen or lost (although with Reports provided by the Police), the Holder may be charged for taxes or fined by the relevant customs. In such cases, the Chamber has the right to withhold the applicant's security deposit for a period of 31 months, provided that the Chamber receives no customs claims.
